Henning Horn is a scientific researcher at the Institute for Systems Research in Information, Communication and Media Technology (SIKoM) at the University of Wuppertal since February 2018. As part of his work within the joint project 'Competence Center 5G.NRW' funded by the Ministry of Economic Affairs, Innovation, Digitalization and Energy of the State of North Rhine-Westphalia, Mr. Horn is responsible for operational project management and accompanying scientific research for the state government's 5G.NRW funding competition. In addition, he conducts research on 5G applications, IT security and sociopolitical issues in the context of the 'digital transformation'. The central object of his research is the identification of synergy and cross-innovation potentials of the various projects from the 5G.NRW funding competition.

Mr. Horn studied political science and law at the University of Trier. His areas of specialization were international relations, foreign, security and defense policy, cyber, information and communication security, hybrid and electronic forms of conflict, and international law. In his master's thesis, he examined divergent motives for the development of German arms export policy between 1998 and 2015.
